According to Wikiquote, this is a misattribution; it "has been attributed to Stephen Leacock's Literary Lapses (1910), but the quote does not appear in the Project Gutenberg edition of this work."
The Thomas Jefferson Foundation website (monticello.com) states that "Neither this statement nor any variations thereof have ever been found in Thomas Jefferson's writings."
